DUTIES AND RESPONSIBILITIES:
- Leading Capacity Building and CSIRT Establishment and Modernization Projects as PM and/or Expert: Ensure smooth planning, organization and execution of Cybersecurity Capacity Building and CSIRT Establishment and Modernization projects;
- Leading client engagement and operationalization: Provide and/or coordinate the provision of cyber policy, technical, and/or operational expertise in support of a range of client engagements, including capacity building and CSIRT establishment and modernization advisory projects;
- Support the preparation of Capacity Building and CSIRT establishment and modernization tender documents: in collaboration with the sales department, prepare tender documents to participate in ongoing sales opportunities;
- Communicating and sharing knowledge: Effectively communicate knowledge on capacity building and CSIRT establishment and modernization to various stakeholder groups during project implementation activities. This could include conducting onsite or online seminars and workshops on cybersecurity capacity building and CSIRT establishment and modernization.
REQUIREMENTS:
- Degree in cybersecurity, economics, technology, public policy, international development, or other related field, with a minimum of 5 years of relevant experience in an operational or advisory capacity, with emphasis on engagement in developing countries, or an equivalent combination of education and experience;
- Recognized expertise in the field of cybersecurity, including relevant knowledge of analytical tools and understanding of institutions, policies and regulations, and operational practices;
- Knowledge of best international practices and standards in the area of cybersecurity capacity building as well as CSIRT establishment and modernization (e.g., ENISA, ITU, GFCE, FIRST.org) as well as national and organizational cybersecurity maturity models (e.g., The Cybersecurity Capacity Maturity Model for Nations (Oxford CMM), ITU GCI, National Cyber Security Index (NCSI), SIM 3, SOC CMM, etc.);
- Solid experience and track record of results in advising Governments as well as public and private organizations on cyber policy, regulation, digitalization, IT modernization, operational practices, especially in developing countries;
- Excellent client engagement skills and experience, able to understand and adapt to client needs; being balanced and politically astute;
- Excellent analytical, writing and editing skills in English, including the ability to speak articulately and persuasively;
- Strong organizational skills with an ability to work independently and self-responsibly within the given deadlines;
- Strong results orientation, persistence, patience, and positive attitude.
PREFERRED ADDITIONAL QUALIFICATIONS:
- Project Management Certificate (e.g., PRINCE 2, PMI, etc.);
- Good knowledge of additional language(s), e.g., French or Spanish;
- Understanding security standards (ISO 27k, NIST).
