Job Description (Roles and Responsibilities)

The British Embassy in Vilnius is looking for a Regional Procurement Lead for the Foreign, Commonwealth and Development Office’s Europe, Eastern Europe and Central Asia Directorates. The successful candidate will be responsible for managing regional procurement activity for a specific group of British Embassies and Consulates within the region, delivering procurement solutions which meet customer requirements and achieving value for money in accordance with UK regulations.

Key responsibilities will be:

Regional Procurement Delivery

  • Working with customers in British overseas Embassies and Consulates in accessing regional procurement requirements;
  • Conducting procurement for goods and services for requirements of mid-range value (above £25,000): co-ordinating with the relevant stakeholders to prepare and issue ITT documentation, evaluation criteria and delivering the recommendation to award based on solid EU procurement process (Non-OJEU/ OJEU);
  • Preparing draft contracts and ensuring procurement delivery abides to the relevant processes and the outputs offer a VfM solution for the FCDO;
  • Category specific procurement.

Procurement Support

  • Working with customers across the network to provide advice and guidance on low value procurement activity;
  • Procurement spend analysis and reporting;
  • Market research and engagement with suppliers;
  • Managing databases of FCDO contracts and proactively planning procurement pipeline.

Essential qualifications, skills and experience

  •  University Degree or equivalent in Procurement, Supply Chain, Business, Economics, Finances or similar;
  • Minimum 2 years relevant experience of sourcing or buying Goods, Services and Works for an international organisation or with a regional presence;
  • Strong knowledge of the best practice procurement and supplier management techniques;
    Strong interpersonal and customer service skills;
  • Ability to work under pressure and deal with competing priorities;
  • Flexibility, willingness and ability to adapt to change;
  • Proficiency at a C level in English according to CEFR Framework*
  • Excellent working knowledge of MS Office.

Desirable qualifications, skills and experience

  • Knowledge of relevant EU and UK public sector procurement legislation and regulations would be a strong advantage;
  • Experience working with e-procurement tools;
  • CIPS qualification would be a strong advantage.

This is a full-time, permanent contract of 40 gross hours per week ( 35 hours net).

All applicants should have the right to live and work in Lithuania. The British Embassy does not sponsor for work permits. Staff recruited locally by the British Embassy in Vilnius are subject to Terms and Conditions of Service according to local Lithuanian employment law.
