The International Republican Institute (IRI) is an international non-profit, non-governmental organization (NGO), dedicated to advancing democracy worldwide. IRI Lithuania office in Vilnius – Viešoji įstaiga “International Republican institute” – is looking to hire a Program Officer. The IRI Lithuania office focuses on advancing freedom and democracy in Belarus and the Eurasia region. The Program Officer is responsible for the organization, management, and implementation of IRI programming. Candidates must possess strong knowledge of, and interest in, Belarusian and Eurasian politics and civil society, and be able to operate in a fast-paced and collaborative environment. A university degree and fluency in English and Russian are required. Previous experience in politics, civil society, independent media, communications, campaigns, and digital/informational programs is advantageous. Knowledge of the Belarusian language is beneficial, but not required.
Specific Duties and Responsibilities
- Developing the design and managing the implementation of training series. This includes preparing a training plan and identifying the necessary implementation tools, as well as facilitating the learning process by conducting training sessions
- Managing a cohort of trainers and experts
- Project management, including budgeting, reporting, monitoring and evaluation, and ensuring compliance with donor and internal financial rules and processes
- Overseeing logistical arrangements for IRI events
- Monitoring, analyzing, and reporting on political developments in Belarus and the Eurasia region
- Contributing to the drafting of proposals
- Maintaining consistent and productive communication with the Washington, DC headquarters and local and regional implementing partners
- Representing IRI at meetings and roundtables and reporting on discussions
- Conducting research on assigned topics
- Providing written and oral translation, as required
- Performing other duties, as assigned
Requirements for the position
- Fluency in English and Russian (speaking, writing, and reading)
- At least three years of political or related experience
- Preferred experience with issues related to one or more of the following:
Political party development
Political and/or strategic communications
Digital/social media programming
Disinformation/anti-propaganda
Campaign management
Independent media - Lithuanian residency/work permit
- Strong writing and analytical skills as demonstrated by a writing sample
- Ability to work independently and within a team
- Demonstrated ability to work well under pressure in a fast-paced work environment and to multi-task efficiently
- Strong organizational and time management skills, attention to detail and ability to meet deadlines
